The Triple Helix model, which connects universities, governments and industry, is today the most modern paradigm for creating functional innovation ecosystems. UHZ – a university in deep strategic transformation
The “Haxhi Zeka” University in Peja is becoming a clear example of the implementation of this paradigm. In the Dukagjini region, where economic and demographic potential is high, the UHZ has undertaken a series of transformative initiatives:

FERD practically materializes the Triple Helix model in Dukagjin, creating a culture of cooperation that did not previously exist in a structured way.
UNI NOVA – the most advanced model of university innovation in Kosovo
UNI NOVA, established as a company 100% owned by UHZ, is an innovation in Kosovar higher education. This legal and organizational model gives UHZ the flexibility to:
- develop innovation projects,
- supporting student startups,
- create academic spin-offs,
- transferring knowledge from academia to the market,
- generate international collaborations in innovation.
UNI NOVA is the structure that brings UHZ into the orbit of modern universities that operate according to the logic of University 4.0.
Cooperation with municipalities and industry – the foundation of University 4.0 – UHZ has established functional relationships with the municipalities of Peja, Istog, Klina, Deçan, Gjakova, Malisheva, Rahovec and Junik. The University has become part of local policy planning in the fields of education, labor market and economic development.
On the other hand, Dukagjini businesses are seeing UHZ as a strategic partner. The university has built the Tourism and Hotel Market Barometer, the first in the country, and is building the National Labor Market Barometer, an instrument that will influence national employment and human development policies.
