UNISUM 2026 Professor Spotlight: Muammer Ketizmen

At University “Haxhi Zeka” International summer University, UNISUM 2026, Prof. Muammer Ketizmen will co-teach the course “A comparative study of the crimes defined in the Council of Europe Convention on Cybercrime and the UN Convention on Cybercrime, as well as access to digital evidence and judicial assistance. ” together with Prof. Mensur Morina

Muammer Ketizmen is an Associate Professor of Criminal Law and Criminal Procedure Law at Hacettepe University Faculty of Law, Türkiye. He earned his LL.B. (1997), LL.M. (2000), and Ph.D. (2006) in Law from Ankara University. His doctoral dissertation focused on cybercrime in Turkish criminal law.

Dr. Ketizmen’s research interests include criminal law, criminal procedure, cybercrime, information technology law, criminology, personal data protection, and competition law. He has authored and co-authored numerous scholarly publications on topics such as cybercrime, data protection, criminal justice reform, and the intersection of law and digital technologies. In addition to his research, he teaches undergraduate and graduate courses in criminal law and criminal procedure and has supervised postgraduate theses in these fields.
