This concept represents a natural evolution of universities, which are no longer limited to the classic function of teaching and scientific research, but are transformed into centers of economic development, innovation, entrepreneurship and knowledge transfer. University 4.0 is built according to the Triple Helix Model, where the interaction between university, industry and government creates a functional ecosystem that generates new social, technological and economic values.
In this development logic, the “Haxhi Zeka” University in Peja is increasingly consolidating its role as a modern institution oriented towards innovation, regional development and academic leadership. UNI NOVA is the first UHZ mechanism that concretely materializes the philosophy of University 4.0, connecting students, academic staff, businesses and public institutions in a common development space.
But the dimension of University 4.0 would not be complete without the regional component of economic development, which UHZ has strengthened through the creation of the Dukagjini Regional Economic Forum – FERD. FERD is one of UHZ’s most strategic initiatives, which elevates the university to a new role: not only as an academic institution, but as an active actor of economic development, leading the dialogue between the municipalities of Dukagjini, businesses, government institutions and international organizations. This forum has become the regional laboratory of economic cooperation and development policies, creating a unified space where challenges, projects and labor market needs are identified.
FERD organically integrates UHZ into the Triple Helix model, giving the university the role of moderator, mediator and generator of development ideas, while at the same time enriching the academic and research content through joint projects, regional studies and processes of digitalization of the local economy. In addition to the regional dimension, UHZ is strongly affirming itself in the international arena. Collaborations with prestigious European and regional universities—such as the University of Osijek, the University of Zadar, the University of Tirana, the University of Shkodra, the University of Sarajevo, the University of Ljubljana, the University of Tetovo and many other institutions—are enriching the university's academic and scientific capacity and are positioning it on the map of sustainable collaborations. These partnerships have enabled mobility, joint projects, exchange of expertise, joint research programs and the initiation of collaborations in the field of innovation and entrepreneurship.
This international dimension is essential for University 4.0, as it connects UHZ to global knowledge networks, exposes it to advanced university management models, and creates concrete opportunities for the development of new study programs, research laboratories, and innovative projects. The University has begun a deep transformation process based on digitalization, innovation, science and structured cross-sectoral cooperation. The next steps of this transformation should focus on strengthening research capacities, fully operationalizing UNI NOVA, securing sustainable funds for innovative projects, expanding partnerships with industry and deepening international cooperation. Likewise, the development of FERD should continue as a key mechanism for identifying market needs, developing regional policies and creating new economic synergies in Dukagjin.
The future of UHZ as a University 4.0 implies the modeling of an institution that produces knowledge, fosters innovation, builds bridges of cooperation and precedes technological and social developments. This transformation has already begun and is developing at a steady pace. UHZ is transforming into a modern, dynamic university, connected to the community and the economy, engaged in international networks and committed to its mission to be an engine of development in the region.
