The idea of establishing a law faculty in Peja has been linked and inseparable from the very establishment of this university. In this function, the management and staff of the Faculty of Applied Business Sciences, as the bearer of the entire process of establishing the new university, since the beginning of 2009, in order to create a clearer picture of what would be the same success with their successful academic functionality and functions. existed, the Faculty of Law is listed. Based on all these requirements, considering that the university of this state in this great direction, in this case also with the recommendations in the Feasibility report of Professor St Bristow from the British Council for Medicine of the Ministry of Education, Science and Technology, will orient from the field of business, tourism management, the center of attention to the center of attention. university teaching programs and making it a unique body with an integrative focus for parts of the programs of other faculties related to different fields. The idea of a multidisciplinary approach put the law faculty in the place of a prominent partner for the exchange of knowledge at high levels in areas of interest.

infrastructure
The beginning of lectures of the Faculty of Law of the University of Pristina in Peja, in the premises of the Faculty of Applied Sciences, has held classes for three semesters, namely from 01.10.2010 to 01.02.2012. On 22.10.2010, the Ministry of the Security Force of the Republic of Kosovo, through the minutes, informs the Ministry of Public Administration that the premises of the Barracks in Peja have been released from its personnel and equipment. The Secretary of the Ministry of Public Administration informs the Ministry of Security that it does not possess the material and human capacities for its management. On 31.01.2011, the Ministry of Security Force hands over these premises to the Municipality of Peja. The Municipality, after forming the acceptance commission for this parcel and its premises, immediately hands it over to the Dean of the Faculty of Applied Business Sciences. Immediately after taking possession of this area and buildings, with funds from the ASFAB, within the University of Pristina, with a part of the fund created by the Municipalities of Peja €50,000, Istog €20,000, Klina €10,000, Deçan €10,000, and Junik €10,000, which had remained unspent in the renovation and expansion of the ASFAB spaces, (All of this fund was transferred to the UP Budget and was spent through tendering procedures by the UP procurement office.and a large part of the benches and chairs used by the Faculty of Economics which are donated to the FSHAB, the conditions are created for the second semester of the academic year 2011/2012 with a capacity of 500 seats to begin work and teaching in the current premises where this faculty is located. After this phase of more difficulties and a great lack of funds but with the help of companies and people of good will, it is achieved that the rest of this building which was being prepared to house the other two faculties, that of arts and agribusiness, is gradually functionalized. It should be noted that UHZ has been allocated a budget for the 2013 budget year for the first time. Therefore, the most difficult period for financing the needs, salaries and wages for the entire UHZ staff was the time 01.10.2012 - 10.01.2013.
Founded
of the Faculty of LawThree moments are important for the establishment of this faculty. First, the Decision of the Minister of MEST No. 434/1 B, 14.11. 2011: Second, the Decision of the Minister of MEST with no. 435/01B dated 14.11.2012 for the appointment of the Temporary Governing Council and third, the signing of the Temporary Statute of the University “Haxhi Zeka”, dated 06.01.2012. The draft Statute was submitted for approval to the Minister of MEST by the Temporary Governing Council of UHZ. On the occasion of the signing of this temporary act, specifically in Article 26, it is regulated that the Faculty of Law is an academic unit of UHZ. From 14.11.2011, the process of establishing academic units from the management of the Faculty of Arts and Sciences is transferred to the competence of the Interim Governing Council of the University of Hvar. Even after all the activities and commitments, many other tasks had to be completed before the faculty could begin its work. It continues in three directions.
First, the Interim Governing Council of UHZ begins negotiations with the management and the Governing Council of the University of Prishtina for the transfer of the Faculty of Applied Business Sciences and the branch of the Faculty of Law within UHZ. The Governing Council of UP, on 19.07.2012, issued decision no. 2/48, which in the first point of the provision allows the full transfer of the Faculty of Applied Business Sciences in Peja and the branch of the Faculty of Law of UP within the Public University "Haxhi Zeka" in Peja and in the second point of the provision, the Governing Council of UP agrees that the details of the transfer between the two Universities will be made by agreement of understanding and with the participation of MEST. For the implementation of this agreement, after a series of negotiations on the modalities of the separation, with the help of experts and MEST. On 22.08.2012, the Tripartite Agreement of Understanding was concluded between MEST, the University of Pristina and "Haxhi Zeka" University, protocoled at MEST under the number 01 B 5825. In this way, the institutional separation between these two universities is finally made.
Second, the engagement of the group of professionals to prepare the program for the accreditation process and the task of the Temporary Council of UHZ to open the public competition for the admission of regular staff to the Faculty of Law, these are very challenging processes. In June 2012, the Faculty of Law prepared the program for accreditation which, due to the preservation of the continuity of the program which was now being implemented by the Law Department of UP, remains almost the same. The Kosovo Accreditation Agency on 06. July 2012, successfully accredited this program for a one-year period. This short-term accreditation in the decision of the Kosovo Accreditation Agency with no. 437/12 dated 09.07.2012, is justified because at the moment UHZ did not yet have a clear legal status.
Third, the Temporary Governing Council of UHZ prepares the public competition for the admission of five (5) professors. In the absence of funds for the publication of the competition, the assistance of the Rector of UP is requested, so that this competition is published in the name and account of UHZ. Of course, every time and at any moment ready for help, UP publishes the competition in question on 28.07.2012. The Provisional Governing Council, in the absence of the Senate, as the only authorized body for the establishment of the UHZ, only for this time, until the conditions for the establishment of the Provisional Senate are created, appoints the Review Commissions with competence, publishes the reports received from them in the bulletin created for the first time and, in accordance with the provisions of the Provisional Statute of the UHZ, for the first time in this faculty accepts two (2) assistant professors and three (3) lecturers in regular employment as follows: Dr.sc. Kolë Krasniqi, prof.ass, Dr.sc. Fejzullah Berisha, prof.ass, Mr.sc. Majlinda Belegu, lecturer, Bashkim Rrahmani, Lecturer and Mr.sc. Mujë Ukaj, Lecturer.
On 29.09.2012, the Temporary Governing Council, at its VI meeting, appointed Dr.sc. Kolë Krasniqi – Acting Dean and Mr.sc. Majlinda Belegu – Lecturer Acting Vice-Dean at the Faculty of Law.
In July, the competition for the admission of new students to the Faculty of Law of the University of Hvar opens and, after all this, on 01.10.2012, the Faculty of Law begins its work, believing that it will never stop.
After a successful one-year work and the Approval of the Statute of the "Haxhi Zeka" University by the Assembly of the Republic of Kosovo on May 30, 2013, the Faculty of Law applies again to the Kosovo Accreditation Agency for continued accreditation and by decision of this agency, the program is accredited for three (3) years (from October 1, 2013 to September 30, 2016).
The reasons why the UHZ Faculty of Law program was not designed in the way it was intended were, firstly, the fact of the obligation taken to continue the continuity and implementation of the program like the UP Faculty of Law program, secondly, the pronounced lack of academic staff to reflect on this vision, and finally, the lack of support from academic and professional circles with the reasoning that this action is auspicious. However, after this, hopes remain alive that in the future this faculty will function and take on the role as intended at the beginning of this process.
