M\u00eb 7 maj 2026, n\u00eb ambientet e Universitetit \u201cHaxhi Zeka\u201d n\u00eb Pej\u00eb, u prezantuan rezultatet e projektit t\u00eb realizuar n\u00eb bashk\u00ebpunim me Universitetin \u201cAleksand\u00ebr Moisiu\u201d dhe Canadian Institute of Technology, n\u00eb kuad\u00ebr t\u00eb t\u00eb cilit jan\u00eb trajtuar potencialet dhe mund\u00ebsit\u00eb e bashk\u00ebpunimit nd\u00ebruniversitar n\u00eb vendet e Ballkanit Per\u00ebndimor.<\/p>\n\n\n\n

N\u00eb kuad\u00ebr t\u00eb projektit jan\u00eb prezantuar gjetjet lidhur me legjislacionin dhe dokumentacionin tjet\u00ebr ligjor dhe rregullues n\u00eb fush\u00ebn e arsimit t\u00eb lart\u00eb n\u00eb disa vende t\u00eb Ballkanit Per\u00ebndimor, si: Shqip\u00ebria, Kosova, Mali i Zi, Bosnja dhe Hercegovina, Serbia dhe Maqedonia e Veriut. N\u00eb baz\u00eb t\u00eb gjetjeve \u00ebsht\u00eb konstatuar se shumica e dokumenteve q\u00eb lidhen me arsimin e lart\u00eb n\u00eb k\u00ebto vende nuk jan\u00eb t\u00eb p\u00ebrdit\u00ebsuara dhe se k\u00ebrkohet nj\u00eb angazhim m\u00eb i madh p\u00ebr p\u00ebrmir\u00ebsimin e legjislacionit dhe harmonizimin e rregulloreve me Hap\u00ebsir\u00ebn Evropiane t\u00eb Arsimit t\u00eb Lart\u00eb.<\/p>\n\n\n\n

Po ashtu, u prezantuan gjetjet nga analiza statistikore, t\u00eb cil\u00ebn e paraqiti prof. asoc. dr. Llambi Prendi, dekan i Fakultetit Ekonomik n\u00eb Universitetin \u201cAleksand\u00ebr Moisiu\u201d, n\u00eb lidhje me statistikat e nxjerra nga pyet\u00ebsor\u00ebt mbi kontributin e projekteve shkencore q\u00eb realizohen n\u00eb Ballkanin Per\u00ebndimor dhe ndikimin e tyre n\u00eb t\u00eb mir\u00ebn e shoq\u00ebris\u00eb. N\u00eb k\u00ebt\u00eb kuad\u00ebr, nj\u00eb kontribut t\u00eb r\u00ebnd\u00ebsish\u00ebm n\u00eb mbledhjen e mbi 550 pyet\u00ebsor\u00ebve dha prof. dr. Ermira Qosja.<\/p>\n\n\n\n

Nga dr. Oliana Sula u prezantuan, p\u00ebrve\u00e7 dokumentacionit p\u00ebrkat\u00ebs, edhe gjetjet q\u00eb tregojn\u00eb se shumica e universiteteve n\u00eb rajon nuk i kushtojn\u00eb r\u00ebnd\u00ebsi t\u00eb mjaftueshme misionit t\u00eb tret\u00eb t\u00eb universitetit. Sipas saj, n\u00eb statutet dhe rregulloret zyrtare t\u00eb universiteteve mungon trajtimi i k\u00ebtij misioni si kapitull i ve\u00e7ant\u00eb.<\/p>\n\n\n\n

Nd\u00ebrkaq, dr. Luftim Cania theksoi se n\u00eb kuad\u00ebr t\u00eb projektit jan\u00eb organizuar disa fokus-grupe dhe se rezultatet e tyre jan\u00eb shfryt\u00ebzuar p\u00ebr t\u00eb identifikuar mund\u00ebsit\u00eb e bashk\u00ebpunimit dhe krijimit t\u00eb projekteve t\u00eb reja n\u00eb hap\u00ebsir\u00ebn e Ballkanit Per\u00ebndimor.<\/p>\n\n\n\n

N\u00eb fund t\u00eb aktivitetit u zhvillua nj\u00eb debat lidhur me gjetjet dhe rezultatet e projektit, nd\u00ebrsa u prezantua nga PhD (c) Denis Xheleku edhe nj\u00eb uebfaqe origjinale e krijuar nga Canadian Institute of Technology, e cila do t\u00eb mund t\u00eb shfryt\u00ebzohet p\u00ebr zhvillimin e projekteve t\u00eb ardhshme. Nga diskutimet u konstatua se ekzistojn\u00eb mund\u00ebsi t\u00eb shumta p\u00ebr zhvillimin e projekteve t\u00eb p\u00ebrbashk\u00ebta dhe p\u00ebr aplikim n\u00eb programe nd\u00ebrkomb\u00ebtare si Erasmus+ dhe Horizon Europe, t\u00eb cilat financojn\u00eb projekte n\u00eb arsimin e lart\u00eb.<\/p>\n\n\n\n

On May 7, 2026, the results of a joint project carried out in cooperation between the \u201cHaxhi Zeka\u201d University in Peja, \u201cAleksand\u00ebr Moisiu\u201d University, and the Canadian Institute of Technology were presented at the premises of Haxhi Zeka University. The project focused on exploring the potential and opportunities for inter-university cooperation across the countries of the Western Balkans.<\/p>\n\n\n\n

As part of the project, findings related to higher education legislation and other legal and regulatory documents in several Western Balkan countries \u2014 including Albania, Kosovo, Montenegro, Bosnia and Herzegovina, Serbia, and North Macedonia \u2014 were presented. The findings showed that most higher education-related documents in these countries are outdated and that greater efforts are needed to improve legislation and harmonize regulations with the European Higher Education Area.<\/p>\n\n\n\n

The statistical analysis findings were also presented by Associate Professor Dr. Llambi Prendi, Dean of the Faculty of Economics at \u201cAleksand\u00ebr Moisiu\u201d University. His presentation focused on data collected through questionnaires regarding the contribution of scientific projects implemented in the Western Balkans and their impact on society. In this regard, Professor Dr. Ermira Qosja made an important contribution to the collection of more than 550 questionnaires.<\/p>\n\n\n\n

Dr. Oliana Sula presented, in addition to the relevant documentation, findings showing that most universities in the region do not give sufficient importance to the university\u2019s third mission. According to her, this mission is not adequately addressed as a separate chapter within official university statutes and regulations.<\/p>\n\n\n\n

Meanwhile, Dr. Luftim Cania emphasized that several focus groups had been organized within the framework of the project, and that their results had been used to identify opportunities for cooperation and the development of new projects across the Western Balkans.<\/p>\n\n\n\n

At the end of the event, a discussion was held regarding the project findings and outcomes. PhD candidate Denis Xheleku also presented an original website created by the Canadian Institute of Technology, which is expected to serve as a platform for the development of future projects. During the discussions, participants concluded that there are numerous opportunities for developing joint projects and applying to international programs such as Erasmus+ and Horizon Europe, both of which support higher education initiatives.<\/p>\n\n\n\n

The delegation from Albania included Associate Professor Dr. Llambi Prendi, Dean of the Faculty of Economics, Professor Dr. Ermira Qosja, Dr. Oliana Sula, Dr. Luftim Cania, PhD candidate Denis Xheleku, and other representatives of the Canadian Institute of Technology. The entire presentation was moderated by Dr. Bledar Komina, the project coordinator.<\/p>\n\n\n\n
