Titulli akademik \u201cDoctor Honoris Causa<\/a>\u201d p\u00ebrfaq\u00ebson nj\u00eb nga nderimet m\u00eb t\u00eb larta q\u00eb mund t\u00eb akordoj\u00eb nj\u00eb institucion i arsimit t\u00eb lart\u00eb. Q\u00eb nga origjina e tij latine, q\u00eb p\u00ebrkthehet si \u201cDoktor nderi\u201d, ky titull \u00ebsht\u00eb shnd\u00ebrruar nd\u00ebr shekuj n\u00eb simbol t\u00eb vler\u00ebsimit t\u00eb jasht\u00ebzakonsh\u00ebm q\u00eb universitetet i b\u00ebjn\u00eb individ\u00ebve t\u00eb shquar p\u00ebr kontributet e tyre n\u00eb fusha t\u00eb ndryshme t\u00eb dijes, kultur\u00ebs, humanizmit, shkenc\u00ebs apo shoq\u00ebris\u00eb. Dh\u00ebnia e k\u00ebtij titulli \u00ebsht\u00eb nj\u00eb akt solemn q\u00eb mbart nj\u00eb histori t\u00eb gjat\u00eb, duke reflektuar zhvillimet e institucioneve akademike dhe rolin q\u00eb ato kan\u00eb luajtur n\u00eb form\u00ebsimin e shoq\u00ebris\u00eb p\u00ebrgjat\u00eb epokave.<\/p>\n\n\n\n

Historikisht, rr\u00ebnj\u00ebt e titullit \u201cDoctor Honoris Causa\u201d gjenden n\u00eb periudh\u00ebn e Mesjet\u00ebs, me origjin\u00eb n\u00eb universitetet e para t\u00eb Evrop\u00ebs. Mendohet se Universiteti i Oksfordit \u00ebsht\u00eb nd\u00ebr t\u00eb par\u00ebt q\u00eb ka ndar\u00eb k\u00ebt\u00eb titull rreth shekullit XVI, si m\u00ebnyr\u00eb p\u00ebr t\u00eb nderuar personalitete q\u00eb kishin dh\u00ebn\u00eb ndihmes\u00eb t\u00eb jasht\u00ebzakonshme n\u00eb fush\u00ebn e dijes ose n\u00eb jet\u00ebn publike, pa qen\u00eb t\u00eb detyruar t\u00eb plot\u00ebsonin kriteret formale t\u00eb nj\u00eb doktorature tradicionale. Fillimisht, ky titull u nda p\u00ebr figura t\u00eb larta, si mbret\u00ebr, teolog\u00eb, dijetar\u00eb apo kontribuues t\u00eb shquar n\u00eb jet\u00ebn kulturore e sociale, t\u00eb cil\u00ebt kishin ndikim t\u00eb r\u00ebnd\u00ebsish\u00ebm n\u00eb shoq\u00ebri dhe i jepnin pesh\u00eb autoritetit t\u00eb vet\u00eb universitetit.<\/p>\n\n\n\n

Me kalimin e koh\u00ebs, praktika e dh\u00ebnies s\u00eb titullit \u201cDoctor Honoris Causa\u201d u p\u00ebrhap n\u00eb t\u00eb gjitha universitetet kryesore t\u00eb Evrop\u00ebs dhe m\u00eb pas n\u00eb mbar\u00eb bot\u00ebn. Ai u b\u00eb nj\u00eb simbol i vler\u00ebsimit institucional p\u00ebr ata individ\u00eb q\u00eb me vepr\u00ebn, angazhimin dhe kontributet e tyre kan\u00eb tejkaluar kufijt\u00eb komb\u00ebtar\u00eb dhe akademik\u00eb, duke ndikuar pozitivisht n\u00eb zhvillimin e p\u00ebrgjithsh\u00ebm t\u00eb shoq\u00ebris\u00eb. Ky titull, ndryshe nga doktoraturat e fituara p\u00ebrmes studimeve akademike dhe k\u00ebrkimeve shkencore, ka karakter nderues dhe jepet pa k\u00ebrkes\u00eb t\u00eb plot\u00ebsimit t\u00eb detyrimeve formale akademike. P\u00ebrfituesit e tij jan\u00eb individ\u00eb q\u00eb p\u00ebrmes pun\u00ebs s\u00eb tyre kan\u00eb d\u00ebshmuar vlera universale dhe p\u00ebrkushtim n\u00eb p\u00ebrmir\u00ebsimin e jet\u00ebs sociale, kulturore, politike ose shkencore.<\/p>\n\n\n\n

N\u00eb kontekstin bashk\u00ebkohor, titulli \u201cDoctor Honoris Causa\u201d ka fituar dimensione t\u00eb reja. Ai ka kaluar p\u00ebrtej kufijve t\u00eb institucioneve akademike duke u shnd\u00ebrruar n\u00eb nj\u00eb ur\u00eb lidh\u00ebse midis dijes dhe shoq\u00ebris\u00eb, midis universiteteve dhe komuniteteve, midis vendeve dhe kulturave t\u00eb ndryshme. Universitetet e shekullit XXI, p\u00ebrve\u00e7se jan\u00eb bart\u00ebse t\u00eb njohurive, jan\u00eb edhe promotor\u00eb t\u00eb vlerave universale si paqja, dialogu nd\u00ebrkulturor, barazia, t\u00eb drejtat e njeriut dhe p\u00ebrgjegj\u00ebsia sociale. P\u00ebrmes dh\u00ebnies s\u00eb titullit \u201cDoctor Honoris Causa\u201d, ato afirmojn\u00eb k\u00ebto vlera duke nderuar figura t\u00eb cilat kan\u00eb ndikuar n\u00eb m\u00ebnyr\u00eb t\u00eb jasht\u00ebzakonshme n\u00eb promovimin dhe mbrojtjen e tyre.<\/p>\n\n\n\n

P\u00ebr m\u00eb tep\u00ebr, titulli \u201cDoctor Honoris Causa\u201d ka edhe nj\u00eb funksion strategjik p\u00ebr vet\u00eb universitetet. Ai sh\u00ebrben si mjet p\u00ebr afirmimin e identitetit akademik t\u00eb institucionit, forcimin e pozit\u00ebs s\u00eb tij n\u00eb sken\u00ebn komb\u00ebtare dhe nd\u00ebrkomb\u00ebtare, si dhe zgjerimin e rrjeteve t\u00eb bashk\u00ebpunimit me institucione e personalitete t\u00eb njohura. Ceremonit\u00eb solemne t\u00eb dh\u00ebnies s\u00eb k\u00ebtij titulli jan\u00eb ngjarje q\u00eb ng\u00ebrthejn\u00eb interesin e komunitetit akademik dhe shoq\u00ebris\u00eb n\u00eb p\u00ebrgjith\u00ebsi, duke i dh\u00ebn\u00eb universitetit nj\u00eb dimension m\u00eb t\u00eb gjer\u00eb ndikimi dhe prestigji.<\/p>\n\n\n\n

N\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb, titulli ka vler\u00eb t\u00eb jasht\u00ebzakonshme edukative, sepse personalitetet q\u00eb nderohen sh\u00ebrbejn\u00eb si modele frym\u00ebzuese p\u00ebr student\u00ebt dhe stafin akademik. Ata p\u00ebrfaq\u00ebsojn\u00eb shembuj t\u00eb suksessh\u00ebm t\u00eb p\u00ebrkushtimit, integritetit dhe lidershipit n\u00eb sh\u00ebrbim t\u00eb dijes, t\u00eb drejt\u00ebsis\u00eb, paqes dhe zhvillimit shoq\u00ebror. Prandaj, titulli \u201cDoctor Honoris Causa\u201d nuk \u00ebsht\u00eb vet\u00ebm nj\u00eb akt formal, por nj\u00eb akt me dometh\u00ebnie t\u00eb thell\u00eb shoq\u00ebrore e morale, q\u00eb i fton brezat e rinj t\u00eb ndjekin rrug\u00ebn e angazhimit t\u00eb sinqert\u00eb n\u00eb t\u00eb mir\u00ebn e p\u00ebrbashk\u00ebt.<\/p>\n\n\n\n

N\u00eb k\u00ebt\u00eb kontekst, Universiteti \u201cHaxhi Zeka\u201d n\u00eb Pej\u00eb, si nj\u00eb institucion i r\u00ebnd\u00ebsish\u00ebm i arsimit t\u00eb lart\u00eb n\u00eb Kosov\u00eb, e sheh dh\u00ebnien e titullit \u201cDoctor Honoris Causa\u201d si nj\u00eb akt me r\u00ebnd\u00ebsi t\u00eb shum\u00ebfisht\u00eb. Duke ndar\u00eb k\u00ebt\u00eb titull p\u00ebr personalitete q\u00eb kan\u00eb kontribuar n\u00eb promovimin e vlerave t\u00eb dijes, paqes, bashk\u00ebjetes\u00ebs dhe humanizmit, universiteti jo vet\u00ebm q\u00eb afirmon vizionin dhe misionin e tij akademik, por nj\u00ebkoh\u00ebsisht forcon rolin e tij n\u00eb nivel komb\u00ebtar dhe nd\u00ebrkomb\u00ebtar.
