Armand Krasniqi n\u00eb konferenc\u00ebn e II-t\u00eb vjetore mbi arsimin e lart\u00eb t\u00eb organizuar nga HERAS+ &#8220;P\u00ebrgjigje praktike ndaj debateve mbi monitorimin dhe vler\u00ebsimin e zbatimit t\u00eb strategjive t\u00eb Universitetit&#8221;<\/h2>\n\n\n\n<p>T\u00eb nderuar pjes\u00ebmarr\u00ebs dhe panelist\u00eb,<br>Kjo kumtes\u00eb ka p\u00ebr q\u00ebllim t\u00eb nxis\u00eb debatin lidhur me r\u00ebnd\u00ebsin\u00eb q\u00eb ka planifikimi strategjik n\u00eb progresin e IAL-ve n\u00eb Republik\u00ebn e Kosov\u00ebs. Gjithashtu, shkurtimisht p\u00ebrfshin\u00eb r\u00ebnd\u00ebsin\u00eb q\u00eb ka faza e monitorimit t\u00eb zbatimit t\u00eb planit strategjik. Jemi t\u00eb nd\u00ebrgjegjsh\u00ebm se tema \u00ebsht\u00eb tep\u00ebr komplekse, n\u00eb ve\u00e7anti p\u00ebr rrethanat kosovare. Studimi i t\u00eb gjitha an\u00ebve t\u00eb saj k\u00ebrkon qasje multi-disiplinare dhe profesionale.<br>Megjithat\u00eb, n\u00eb vendin ton\u00eb, n\u00eb tre ose kat\u00ebr vitet e fundit, si nj\u00eb nga p\u00ebrgjigjet n\u00eb pyetjen e menaxhimit t\u00eb nj\u00eb sistemi shoq\u00ebror kaq kompleks si\u00e7 \u00ebsht\u00eb sistemi arsimor, n\u00eb mesin e audienc\u00ebs profesionale, koncepti i udh\u00ebheqjes ka filluar t\u00eb promovohet gjithnj\u00eb e m\u00eb shum\u00eb dhe at\u00eb lidhur me politikat dhe praktikat arsimore n\u00eb baz\u00eb t\u00eb informatave t\u00eb mb\u00ebshtetura nga evidenca (treguesit dhe gjetjet e hulumtimit).<br>N\u00eb k\u00ebrkim t\u00eb nj\u00eb p\u00ebrgjigjeje p\u00ebr pyetjen se si t\u00eb b\u00ebhet arsimi i lart\u00eb kosovar m\u00eb i p\u00ebrshtatsh\u00ebm, efikas dhe m\u00eb i pranuesh\u00ebm, mbi bazat e nj\u00eb shoq\u00ebrie t\u00eb epok\u00ebs s\u00eb re digjitale dhe moderne, detyrimisht \u00ebsht\u00eb nevojshme t\u00eb konsideroheshin mekanizmat dhe mjetet e disponueshme nga fusha e shkenc\u00ebs s\u00eb menaxhimit, q\u00eb padyshim sh\u00ebrbejn\u00eb si mb\u00ebshtetje p\u00ebr institucionet n\u00eb k\u00ebt\u00eb proces. <\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>Prandaj, objekt i v\u00ebshtrimit ton\u00eb n\u00eb k\u00ebt\u00eb tem\u00eb \u00ebsht\u00eb koncepti menaxhimit t\u00eb planeve strategjike dhe zbatimi t\u00eb tyre n\u00eb kuptim t\u00eb zhvillimit t\u00eb standardeve arsimore moderne n\u00eb institucionet e arsimit t\u00eb lart\u00eb n\u00eb Kosov\u00eb.<br>Ndryshe nga ekonomia, ku ka disa dekada p\u00ebrvoj\u00eb n\u00eb aplikimin e zgjidhjeve dhe mjeteve udh\u00ebheq\u00ebse, kultura e t\u00eb menduarit projektues gjegj\u00ebsisht strategjik n\u00eb sfer\u00ebn e arsimit \u00ebsht\u00eb shum\u00eb e vonshme. Institucionet arsimore n\u00eb bot\u00eb vet\u00ebm nga vitet &#8217;90 t\u00eb shekullit t\u00eb kaluar kan\u00eb filluar t\u00eb aplikojn\u00eb konceptin e planifikimit t\u00eb zhvillimit p\u00ebr arsyen se filluan ta konsiderojn\u00eb at\u00eb si nj\u00eb mekaniz\u00ebm p\u00ebr zgjerimin e sh\u00ebrbimeve arsimore, rritje t\u00eb cil\u00ebsis\u00eb s\u00eb tij dhe ofrim t\u00eb sh\u00ebrbimeve m\u00eb t\u00eb mira p\u00ebr komunitetin.<br>Dallimi kryesor midis qasjes ndaj menaxhimit t\u00eb projekteve brenda ekonomis\u00eb dhe brenda sektorit publik, duke e p\u00ebrfshir\u00eb k\u00ebtu edhe sektorin e arsimit universitar, reflektohet n\u00eb p\u00ebrcaktimin dhe orientimin e tyre drejt q\u00ebllimeve. Zakonisht, menaxher\u00ebt n\u00eb sektorin privat jan\u00eb t\u00eb fokusuar n\u00eb vler\u00ebn e aksioneve dhe nevojat e konsumator\u00ebve, nd\u00ebrsa menaxher\u00ebt n\u00eb sektorin publik fokusohen n\u00eb p\u00ebrmbushjen e interesit publik, \u00e7do her\u00eb n\u00eb baz\u00eb t\u00eb shum\u00ebs s\u00eb parave t\u00eb marra nga buxheti n\u00eb p\u00ebrputhje me politik\u00ebn e p\u00ebrgjithshme qeveritare.<br>N\u00eb Kosov\u00eb procesi i planifikimit t\u00eb zhvillimit strategjik n\u00eb IAL \u00ebsht\u00eb i vonsh\u00ebm gjegj\u00ebsisht, daton rreth viteve 2015 e tutje. Vlen t\u00eb rikujtohet se n\u00eb fush\u00ebn e arsimit t\u00eb lart\u00eb, planifikimi strategjik fillimisht nuk u ofrua me mb\u00ebshtetje t\u00eb konsiderueshme t\u00eb institucioneve shoq\u00ebrore, por fokusi u orientua n\u00eb nd\u00ebrtimin e mekanizmave t\u00eb sigurimit t\u00eb cil\u00ebsis\u00eb si reflektim mbi politik\u00ebn e arsimit t\u00eb lart\u00eb. Duke e interpretuar frym\u00ebn e dispozitave t\u00eb Ligji p\u00ebr Arsimin e Lart\u00eb, padyshim mund t\u00eb thuhet se planifikimi strategjik p\u00ebrfaq\u00ebsonte mandatin e universitetit dhe t\u00eb komuniteti akademik p\u00ebr p\u00ebrfshirje n\u00eb planifikimin strategjik n\u00eb kuad\u00ebr t\u00eb kapaciteteve t\u00eb saj.<\/p>\n\n\n\n<p><br>Gjer\u00eb m\u00eb tani n\u00eb arsimin e lart\u00eb publik, mbase edhe ka qen\u00eb e pritshme, \u00ebsht\u00eb zbatuar nj\u00eb model i thjesht\u00eb menaxhimi i kompozuar me pritjet e mundshme (inputet) t\u00eb lidhura me financimin dhe n\u00eb an\u00ebn tjet\u00ebr rezultatet (outputet) t\u00eb lidhura p\u00ebr numrin e t\u00eb diplomuarve dhe rezultatet e k\u00ebrkimit. Mekanizmat p\u00ebr sigurimin dhe kontrollin e cil\u00ebsis\u00eb u prezantuan p\u00ebr q\u00ebndrueshm\u00ebrin\u00eb e cil\u00ebsis\u00eb n\u00eb k\u00ebto institucione dhe p\u00ebr t\u00eb parandaluar r\u00ebnien e saj q\u00eb mund t\u00eb ket\u00eb ndodhur p\u00ebr shkak t\u00eb presionit t\u00eb b\u00ebr\u00eb p\u00ebr kostot gjithnj\u00eb e m\u00eb t\u00eb ul\u00ebta, por jo vet\u00ebm. Nj\u00eb fakt nuk duhet injoruar, p\u00ebrkundrazi! Universitetet publike p\u00ebr dallim nga ato private, kan\u00eb liri relativisht t\u00eb kufizuar mbi reflektimin strategjik sepse koncepti i financimit dhe struktura e menaxhimit jan\u00eb t\u00eb p\u00ebrcaktuara dhe t\u00eb limituara n\u00eb nivel komb\u00ebtar.<\/p>\n\n\n\n<p><br>Definimi i vizionit, i deklarat\u00ebs s\u00eb misionit dhe vlerave, v\u00ebn\u00eb n\u00eb pah r\u00ebnd\u00ebsin\u00eb e tyre n\u00eb t\u00eb cilat universiteti beson sot dhe n\u00eb t\u00eb ardhmen. K\u00ebta komponent\u00eb jan\u00eb pika thelb\u00ebsore e vendimtare p\u00ebr komunitetin akademik me t\u00eb cil\u00ebt e p\u00ebr t\u00eb cil\u00ebt ai institucion vepron dhe duhet t\u00eb veproj\u00eb. N\u00eb an\u00ebn tjet\u00ebr, nj\u00eb num\u00ebr i caktuar i IAL-ve publike n\u00eb vend, kan\u00eb t\u00eb publikuara vizione dhe deklarata t\u00eb misionit t\u00eb cilat fillimisht, jo vet\u00ebm q\u00eb nuk p\u00ebrputhen me koncept dokumentet p\u00ebr themelimin e universitetit, por nuk jan\u00eb n\u00eb p\u00ebrputhje as me ato t\u00eb prezantuara n\u00eb statutet e tyre n\u00eb fuqi si akte juridike bazike universitare. Po ashtu, IAL-t\u00eb, nuk jan\u00eb kujdesur q\u00eb s\u00eb paku t\u2019i orientojn\u00eb programet e studimit, projektet shkencore, bashk\u00ebpunimin nd\u00ebrkomb\u00ebtar, financimin dhe mb\u00ebshtetjen e personelit t\u00eb brendsh\u00ebm akademik drejt vlerave n\u00eb t\u00eb cilat besojn\u00eb. Nga ky k\u00ebndv\u00ebshtrim, kjo qasje dhe ky mentalitet sigurisht q\u00eb nuk p\u00ebrmban dhe nuk garanton zbatim t\u00eb misionit, ose th\u00ebn\u00eb shkurt kemi t\u00eb b\u00ebjm\u00eb me nj\u00eb situat\u00eb t\u00eb \u00e7ekuilibruar t\u00eb sistemit.<br>N\u00eb planet strategjike t\u00eb cilat i kemi analizuar rezulton se p\u00ebrcaktimi i prioriteteve strategjike ka qen\u00eb nj\u00eb \u201cfontan\u00eb d\u00ebshirash\u201d p\u00ebr shkak se ato ishin t\u00eb pamb\u00ebshtetura n\u00eb nj\u00eb korniz\u00eb t\u00eb thjesht\u00eb analitike p\u00ebr mbledhjen e t\u00eb dh\u00ebnave, p\u00ebr gjetjen e opsioneve strategjike e p\u00ebrzgjedhjen n\u00eb mesin e tyre, si dhe p\u00ebr sigurimin e mb\u00ebshtetjes s\u00eb strukturave kryesore t\u00eb menaxhmentit, komunitetit akademik, student\u00ebve dhe an\u00ebtar\u00ebve t\u00eb tjer\u00eb t\u00eb r\u00ebnd\u00ebsish\u00ebm p\u00ebr planin strategjik.<\/p>\n\n\n\n<p><br>P\u00ebr shkak t\u00eb vendosjes s\u00eb prioriteteve strategjike jo reale e t\u00eb pa studiuara mir\u00eb, ka rezultuar q\u00eb objektivat dhe planet e pun\u00ebs t\u00eb d\u00ebshtojn\u00eb. P\u00ebr mendimin ton\u00eb, ato do duhej t\u00eb shqyrtonin \u00e7\u00ebshtje t\u00eb r\u00ebnd\u00ebsishme ai ajo e kalimit nga nj\u00eb dokument i p\u00ebrpiluar mir\u00eb n\u00eb implementim t\u00eb tyre n\u00eb baz\u00eb t\u00eb veprimeve ditore.<br>N\u00eb munges\u00eb t\u00eb nj\u00eb plani t\u00eb mir\u00ebfillt\u00eb strategjik, duke i pasur parasysh edhe ato q\u00eb i theksuam m\u00eb lart\u00eb, del se nuk kemi proces real t\u00eb matjeve dhe rishikimit t\u00eb progresit ose kemi vet\u00ebm raporte t\u00eb cilat vet\u00ebm n\u00eb m\u00ebnyr\u00eb sip\u00ebrfaq\u00ebsore do t\u00eb duhej t\u00eb trajtonin aspekte m\u00eb t\u00eb r\u00ebnd\u00ebsishme t\u00eb veprimit n\u00eb universitet.<br>Nj\u00eb nga sfidat kryesore me t\u00eb cilat ballafaqohen drejtuesit e institucioneve t\u00eb arsimit t\u00eb lart\u00eb n\u00eb vendin ton\u00eb, n\u00eb kushte t\u00eb tilla, padyshim \u00ebsht\u00eb m\u00ebnyra se si t\u00eb p\u00ebrkthehen strategjit\u00eb e p\u00ebrcaktuara n\u00eb politika konkrete, me korniz\u00eb tematike n\u00eb nivelin operativ n\u00eb shtrirje dhe mbulim sa m\u00eb t\u00eb gjer\u00eb, si dhe n\u00eb matje t\u00eb suksesit p\u00ebr zbatimin ose moszbatimin e tyre. Studimet nd\u00ebrkomb\u00ebtare si PISA (OECD), EURYDICE dhe projekti STEPS (Balkanskat,) p\u00ebrshkruajn\u00eb seriozitetin e hendekut midis zbatimit t\u00eb strategjive dhe ndikimin e tyre negativ n\u00eb arritjet e t\u00eb nx\u00ebnit, si dhe n\u00eb an\u00ebn tjet\u00ebr, nevoj\u00ebn p\u00ebr veprim urgjent t\u00eb t\u00eb gjitha pal\u00ebve t\u00eb interesit.<\/p>\n\n\n\n<p><br>Arsyeja e trajtimit t\u00eb k\u00ebsaj teme n\u00eb k\u00ebt\u00eb konferenc\u00eb buron nga besimi se r\u00ebnd\u00ebsia e arsimit t\u00eb lart\u00eb p\u00ebr procesin e nd\u00ebrtimit t\u00eb organizuar dhe sistematik t\u00eb kapitalit njer\u00ebzor e shoq\u00ebror n\u00eb shoq\u00ebrit\u00eb moderne po rritet, duke e p\u00ebrfshir\u00eb edhe Republik\u00ebn e Kosov\u00ebs. Kjo qasje ka marr\u00eb nj\u00eb dinamik\u00eb m\u00eb serioze pavar\u00ebsisht tranzicionit, sfidave dhe kufizimeve.<br>Besojm\u00eb se kjo tem\u00eb, duke e pasur parasysh koh\u00ebn qe kemi n\u00eb dispozicion, n\u00eb m\u00ebnyr\u00eb t\u00eb ve\u00e7ant\u00eb, pretendon t\u00eb v\u00eb n\u00eb pah nevojat specifike q\u00eb kan\u00eb institucionet e arsimit t\u00eb lart\u00eb p\u00ebr mund\u00ebsin\u00eb e aplikimit t\u00eb konceptit t\u00eb planifikimit dhe menaxhimit strategjik, mbi baz\u00ebn e t\u00eb cilit do t\u00eb orientohet zhvillimi dhe zbatimi i standardeve m\u00eb t\u00eb larta arsimore n\u00eb institucionet e arsimit t\u00eb lart\u00eb.<br>N\u00eb k\u00ebt\u00eb kontekst IAL-t\u00eb, duhet t\u00eb rishikojn\u00eb:<br>Vendin q\u00eb ka planifikimi strategjik dhe menaxhimi strategjik n\u00eb IAL, n\u00eb pun\u00ebn e p\u00ebrditshme t\u00eb institucioneve t\u00eb arsimit t\u00eb lart\u00eb \/ universiteteve;<br>Potencialin p\u00ebr organizim dhe shp\u00ebrndarje m\u00eb t\u00eb mir\u00eb t\u00eb burimeve p\u00ebr t\u00eb kontribuar n\u00eb nd\u00ebrtimin e nj\u00eb kulture t\u00eb institucioneve, t\u00eb orientuar drejt standardeve dhe rritjes s\u00eb efikasitetit t\u00eb pun\u00ebs; dhe<br>Potencialet e zhvillimit brenda segmenteve universitare, si\u00e7 jan\u00eb: financimi, infrastruktura e TI-s\u00eb, k\u00ebrkimi, cil\u00ebsia e m\u00ebsimdh\u00ebnies dhe m\u00ebsim-nx\u00ebnies, nd\u00ebrkomb\u00ebtarizimi dhe zhvillimin profesional gjegj\u00ebsisht, profilizimi dhe specializimi i komunitetit akademik.<\/p>\n\n\n\n<p><br>Mbi k\u00ebto baza, si n\u00eb form\u00eb po ashtu edhe n\u00eb p\u00ebrmbajtje, duhet t\u00eb p\u00ebrcaktohet qart\u00eb nj\u00eb korniz\u00eb efektive e menaxhimit strategjik p\u00ebr aplikimin e standardeve t\u00eb dh\u00ebna, si nj\u00eb mjet q\u00eb mund t\u00eb p\u00ebrdoret p\u00ebr t\u00eb thjeshtuar t\u00eb menduarit strategjik, planifikimin e projekteve akademike e shkencore dhe menaxhimin e burimeve p\u00ebr t&#8217;i orientuar ato n\u00eb drejtim t\u00eb aplikimit adekuat t\u00eb standardeve t\u00eb cil\u00ebsis\u00eb n\u00eb arsim, informacionit dhe komunikimit n\u00eb procesin e m\u00ebsimdh\u00ebnies dhe m\u00ebsim-nx\u00ebnies.<br>Besojm\u00eb se shum\u00eb institucione t\u00eb arsimit t\u00eb lart\u00eb n\u00eb vendin ton\u00eb, tashm\u00eb duhet ta njohin procesin e planifikimit dhe menaxhimit strategjik me baz\u00eb metodologjike p\u00ebr t\u2018ju qasur nj\u00eb drejtimi q\u00eb stimulon inovacionet dhe realizimin e ndryshimeve t\u00eb d\u00ebshiruara. E gjith\u00eb kjo p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar cil\u00ebsin\u00eb, p\u00ebr t\u00eb rritur efektivitetin dhe efikasitetin e ofrimit t\u00eb sh\u00ebrbimeve arsimore. Ajo \u00e7far\u00eb pritet t\u00eb qart\u00ebsohet ka t\u00eb b\u00ebj\u00eb edhe me nj\u00eb proces paraprak, por shum\u00eb t\u00eb r\u00ebnd\u00ebsish\u00ebm, e q\u00eb \u00ebsht\u00eb sinkronizimi i vizionit dhe misionit t\u00eb universitetit me objektivat e planifikimin e mpreht\u00eb t\u00eb tyre. Prandaj, mir\u00eb planifikimi n\u00ebnkupton angazhim, vigjilenc\u00eb dhe kujdes q\u00eb nj\u00eb veprimtari e till\u00eb t\u00eb b\u00ebhet me p\u00ebrgjegj\u00ebsi profesionale, e p\u00ebrbashk\u00ebt si p\u00ebr drejtuesit ashtu edhe p\u00ebr t\u00eb gjith\u00eb punonj\u00ebsit, p\u00ebr student\u00ebt, bizneset, OJQ-t\u00eb dhe strukturat e pushtetit lokal dhe qendror.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Mjedisi Shoq\u00ebror, Ekonomik Universitar<\/h2>\n\n\n\n<p>Duke qen\u00eb se procesi i t\u00eb menduarit strategjik kusht\u00ebzohet nga ve\u00e7orit\u00eb e mjedisit m\u00eb t\u00eb gjer\u00eb socio-ekonomik, planifikimet strategjike q\u00eb i kushtohen arsimit universitar dhe kontekstit social t\u00eb tij, duhet fokusuar n\u00eb shqyrtimin e sfidave kryesore q\u00eb sjellin me vete disa nga tendencat shoq\u00ebrore bashk\u00ebkohore t\u00eb lidhura me arsimin e p\u00ebrhersh\u00ebm \u2013 si model baz\u00eb i menaxhimit t\u00eb politikave sociale n\u00eb shoq\u00ebrit\u00eb moderne, t\u00eb mish\u00ebruara me:<br>Procesin e Bolonj\u00ebs, si nj\u00eb mekaniz\u00ebm q\u00eb drejton ndryshimet strukturore n\u00eb sistemet e arsimit t\u00eb lart\u00eb t\u00eb vendeve pjes\u00ebmarr\u00ebse;<br>Nd\u00ebrkomb\u00ebtarizimin dhe globalizimin q\u00eb kusht\u00ebzojn\u00eb shfaqjen e karakteristikave t\u00eb reja n\u00eb nivelin nd\u00ebrkomb\u00ebtar t\u00eb arsimit t\u00eb lart\u00eb (ve\u00e7an\u00ebrisht n\u00eb k\u00ebt\u00eb fush\u00eb, tregtia e sh\u00ebrbimeve arsimore):<br>Politika arsimore evropiane n\u00eb fush\u00ebn e arsimit t\u00eb lart\u00eb,<br>Sfidat e tranzicionit dhe<br>Tiparet e nj\u00eb shoq\u00ebrie me ekonomi t\u00eb bazuar n\u00eb dije.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><img fetchpriority=\"high\" decoding=\"async\" src=\"https:\/\/unhz.eu\/wp-content\/uploads\/2024\/05\/3_image.png\" alt=\"\" class=\"wp-image-41165\" width=\"682\" height=\"364\" \/><\/figure>\n\n\n\n<p>T\u00eb gjitha k\u00ebto procese, megjith\u00ebse mund t\u00eb konsiderohen edhe ve\u00e7mas, jan\u00eb t\u00eb nd\u00ebrthurura dhe formojn\u00eb nj\u00eb imazh t\u00eb jasht\u00ebm shum\u00eb kompleks t\u00eb shoq\u00ebris\u00eb q\u00eb institucionet e arsimit t\u00eb lart\u00eb duhet ta kuptojn\u00eb dhe t\u00eb tregojn\u00eb nj\u00eb shkall\u00eb t\u00eb mjaftueshme fleksibiliteti dhe p\u00ebrshtatshm\u00ebrie n\u00eb raport me to, n\u00eb m\u00ebnyr\u00eb q\u00eb puna e tyre t\u00eb mbetet e p\u00ebrshtatshme dhe q\u00eb ato t\u00eb b\u00ebhen \/ mbeten konkurruese.<br>Planifikimi strategjik n\u00eb kuad\u00ebr t\u00eb IAL-ve n\u00eb Kosov\u00eb, n\u00eb pjes\u00ebn q\u00eb do t\u00eb duhet t\u00eb trajtojn\u00eb nd\u00ebrkomb\u00ebtarizimin dhe globalizimin, n\u00eb p\u00ebrmbajtje t\u00eb saj duhet fokusuar edhe n\u00eb rishikimin e karakteristikave t\u00eb marr\u00ebveshjes s\u00eb p\u00ebrgjithshme p\u00ebr tregtin\u00eb e sh\u00ebrbimeve n\u00eb fush\u00ebn e arsimit t\u00eb lart\u00eb. Padyshim, disa nga element\u00eb t\u00eb sistemit jan\u00eb paraqitur dhe p\u00ebrshkruar n\u00eb Ligjin p\u00ebr Arsimin e Lart\u00eb, Strategjin\u00eb p\u00ebr Zhvillimin e Arsimit t\u00eb Lart\u00eb n\u00eb Republik\u00ebn e Kosov\u00ebs, si dhe n\u00eb dokumentet e tjera q\u00eb i aplikon Agjencia Kosovare e Akreditimit, t\u00eb cilat tanim\u00eb kan\u00eb z\u00ebn\u00eb vend qendror.<br>Sipas k\u00ebndv\u00ebshtrimit ton\u00eb, p\u00ebr rrethanat n\u00eb t\u00eb cilat gjenden IAL-t\u00eb, vler\u00ebsojm\u00eb se nj\u00eb rishikim i ve\u00e7ant\u00eb i k\u00ebtyre ve\u00e7orive p\u00ebrbrenda sistemit t\u00eb vet dhe raporti q\u00eb duhet t\u00eb krijojn\u00eb ato me sistemin e arsimit t\u00eb lart\u00eb n\u00eb p\u00ebrgjith\u00ebsi, duhet fokusuar n\u00eb kat\u00ebr n\u00ebn kategori, si:<br>Financimi;<br>Cil\u00ebsia e m\u00ebsimdh\u00ebnies dhe m\u00ebsim-nx\u00ebnies;<br>K\u00ebrkimi shkencor dhe<br>Profilizimi.<br>K\u00ebta komponent\u00eb duhet t\u00eb p\u00ebrfshijn\u00eb edhe kompetencat digjitale t\u00eb punonj\u00ebsve n\u00eb arsimin e lart\u00eb, t\u00eb cilat jan\u00eb par\u00eb si nj\u00eb parakusht ky\u00e7 p\u00ebr aplikimin e teknologjis\u00eb arsimore n\u00eb procesin e m\u00ebsimdh\u00ebnies dhe t\u00eb t\u00eb nx\u00ebnit.<\/p>\n\n\n\n<p><br>P\u00ebrfundimisht, n\u00eb kuptim metodologjik plani i menaxhimit strategjik t\u00eb IAL-ve, do t\u00eb duhej gradualisht t\u2019i shmanget qasjeve tradicionale dhe me urgjenc\u00eb t\u00eb kalohet n\u00eb drejtim t\u00eb atyre t\u00eb menaxhimit modern duke i identifikuar dhe diskutuar \u00e7\u00ebshtjet me r\u00ebnd\u00ebsi p\u00ebr nd\u00ebrtimin e nj\u00eb kulture nd\u00ebrmarr\u00ebsie. M\u00eb tej, qasjet moderne t\u00eb planeve strategjike e orientojn\u00eb menaxhmentin t\u00eb jet\u00eb qart\u00eb dhe forc\u00ebrisht i p\u00ebrqendruar n\u00eb hulumtime t\u00eb t\u00eb dh\u00ebnave t\u00eb nevojshme p\u00ebr shqyrtimin e mund\u00ebsive lidhur me aplikimin e t\u00eb gjeturave dhe aktiviteteve t\u00eb evidentuara n\u00eb list\u00ebn e treguesve t\u00eb harmonizuar n\u00eb arsimin e lart\u00eb.<br>Konsiderojm\u00eb se problemi qen\u00ebsor p\u00ebr sukses n\u00eb zbatimin e nj\u00eb plani korrekt strategjik \u00ebsht\u00eb pjesa e identifikimit t\u00eb elementeve baz\u00eb t\u00eb hulumtimit t\u00eb t\u00eb dh\u00ebnave paraprake. T\u00eb dh\u00ebnat empirike dhe informacionet tjera (raporte, studime, publikime, t\u00eb dh\u00ebna p\u00ebr performanc\u00ebn institucionale dhe personale, gjetjet e hulumtimit, t\u00eb dh\u00ebnat statistikore, raportet e vler\u00ebsimit, konsultimet me pal\u00ebt e interesuara, mendimet e mbledhura t\u00eb ekspert\u00ebve, modelimi ekonomik dhe demografik, etj), t\u00eb siguruara paraprakisht duhet t\u00eb sh\u00ebrbejn\u00eb si nj\u00eb baz\u00eb e qart\u00eb n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb tregohet rrjedha e hulumtimit. Efikasiteti i dob\u00ebt p\u00ebr t\u2019u p\u00ebrshtatur ndaj kushteve dhe rrethanave t\u00eb reja, reflektohet n\u00eb cil\u00ebsin\u00eb e jet\u00ebs dhe pun\u00ebsimit t\u00eb student\u00ebve.<\/p>\n\n\n\n<p><br>Duke u nisur nga ajo q\u00eb u elaborua m\u00eb sip\u00ebr, si dhe n\u00eb munges\u00eb t\u00eb informatave e t\u00eb publikimeve, raporteve t\u00eb monitorimit lidhur me zbatimin e planit strategjik n\u00eb shumic\u00ebn e IAL-ve t\u00eb vendit ton\u00eb, me siguri del se planet e zhvillimit strategjik nuk zbatohen plot\u00ebsisht dhe rrjedhimisht ato as q\u00eb monitorohen.<br>N\u00eb pjes\u00ebn me t\u00eb madhe t\u00eb IAL-ve, nuk kemi nj\u00eb sistem efektiv t\u00eb menaxhimit t\u00eb performanc\u00ebs q\u00eb duhet rishikuar n\u00eb intervale t\u00eb rregullta kohore, e q\u00eb kan\u00eb t\u00eb b\u00ebjn\u00eb me nivelet e sigurimit t\u00eb cil\u00ebsis\u00eb, k\u00ebrkimit shkencor, nd\u00ebrkomb\u00ebtarizimit, profilizimit t\u00eb kuadrit, kohezionit t\u00eb programeve, kohezionit t\u00eb misionit dhe vizonit n\u00eb raport me pozit\u00ebn e universitetit, arritjet individuale, ekipore, t\u00eb departamenteve gjegj\u00ebsisht, n\u00eb raport me t\u00eb gjitha arritjet kundrejt objektivave.<\/p>\n\n\n\n<p><br>Prandaj, mendojm\u00eb se aktualisht nuk kemi ose kemi s\u00eb paku nj\u00eb proces t\u00eb nd\u00ebrtuar rishikimi t\u00eb planit strategjik n\u00eb baza vjetore.
